The 3rd picture was taken prior to the registration sticker being removed.  This was done to prevent use on a vehicle.  Per Florida Statute, Section 320.261, "provides that any person who knowingly attaches to any motor vehicle any registration license plate, or who knowingly attaches any validation decal to a registration license plate, which plate or sticker was not issued and assigned lawfully transferred to such vehicle, is guilty of a misdemeanor of the second degree."  Further, Florida directive states that once the plate has been removed from the vehicle:  "remove the decal from the old license plate and destroy it, if you want to retain the plate for a keepsake and keep the plate in a safe location."
